Summary

The evaluation assesses the relevance, effectiveness, efficiency and sustainability of Afrobarometer’s (AB) pan-African public opinion
research programme across the network and its national and regional partners, to strengthen performance during the remainder of
the current cycle and inform future strategic directions. Findings show that AB made significant progress towards planned results,
responding to data needs, delivering outputs efficiently, and diversifying its resource base to consolidate AB’s institutional
sustainability. Yet the final outcome – the use of AB data by policy makers in African contexts – is elusive. By rethinking the role of
National Partners’, deepening relationships with regional partners, introducing Strategic Communications – including learningcentred
methodologies to track cases of policy impact – into the network structure, and adopting an ‘experiment-learn-adapt’ for
scalable innovation, the forthcoming Strategic Plan is likely to sustain gains made in the current cycle.
