Summary
Bio-EARNs regional approach to combine scientific and policy aspects is praised. The review confirmed Bio-EARNs commendable impact on capacities in the region to deal with biotechnological development in agriculture and to a lesser extent in environmental and industrial uses. Lessons learned include the need for stronger ownership of such a programme from its inception at all levels. Governance and management structures must clarify the roles of all players (decision-makers, facilitators, beneficiaries), avoid conflicts-of-interest and meet requirements for participation, ownership and leadership.
