An evaluation of a six and half-year project supporting financial management within the Eastern Cape Provincial Administration (ECPA) conceptualized as an institutional twinning cooperation between ECPA and the Swedish National Financial Management Authority (ESV). The evaluation looks into lessons learned, focusing on the second phase of the programme 2004-2006.
