An Issues Paper and an Annotated Bibliography on Linking Relief and Development This report, prepared on behalf of Sida, was originally to serve as an input to a planned thematic study of emergency assistance in response to complex disasters, that is, disasters with multiple socio-economic, political and ethnic causes. Its purpose is to review the issues concerning developmental disaster relief or linking disaster relief with development and current international thinking on them.
