Many evaluations aim at assessing the effects or impacts of a program, project or intervention. One important tool for doing such an assessment is to gather baseline data, i.e. collecting information before the intervention. This is a step-by-step guide for those commissioning such a baseline study. The guide is from 1993, so the focus on a direct involvement by the donor in projects might be a bit outdated. The methodological issues, however, are still valid.
