Summary

This report is a first time ever effort to map and review Sida's support to parliaments and parliamentarians. The report states that there is a growing consensus that parliamentary strengthening programs have often fallen short of their goals because they have not been sufficiently "politically contextualized," i.e., not designed and implemented in a manner that recognizes the political incentive structures that govern parliamentary behavior. Other conclusions include the need for improved programme effectiveness and internal capacity to manage legislative strengthening programmes.
