There were statistically significant increases in both the total amount disbursed and the number of loans granted in municipalities covered by the guarantee compared to non-covered municipalities. The instrument facilitated the approval of loans that were less likely to be approved without Sida’s guarantee.\u003C\u002Fp>\n\u003Cp>\u003Cstrong>Potential shortcomings:\u003C\u002Fstrong> The evaluation did not detect effects of the guarantee among Sida’s prioritized target groups (rural municipalities, targeted territories or women-owned businesses). At the same time, natural disasters and deteriorating socioeconomic conditions continued to affect already vulnerable groups severely.\u003C\u002Fp>\n\u003Cp>Considering these highly complex circumstances, Swedish humanitarian assistance remained principled, needs‑based, and flexible, delivering clear results. In 2025, Sida disbursed approximately SEK 4.6 billion in humanitarian aid, representing around 19 per cent of Sweden’s total development assistance.
