The target group are Sida managers\u003Cbr \u002F>\nand staff who work with a global thematic strategy, a regional strategy or a bilateral strategy, regardless of whether that strategy includes specific peacebuilding objectives or not. The integration of a conflict perspective is important in all contexts, in situations of submerged tensions and rising tensions, as well as in contexts affected by\u003Cbr \u002F>\nviolent conflicts. To Sida, the term conflict perspective carries the same meaning as conflict sensitivity. It builds on the recognition that humanitarian assistance and development cooperation activities become part of the conflict context and will have effects on it, for\u003Cbr \u002F>\nbetter or for worse. It also helped to set up institutional peace institutions at both local and national level.\u003C\u002Fp>\n\u003Cp>\u003Cstrong>Main method\u003C\u002Fstrong>: Review of documentation and monitoring data, complemented with interviews.\u003C\u002Fp>\n\u003Cp>\u003Cstrong>Positives: \u003C\u002Fstrong>Beneficiaries reported improvements in a range of areas, including perceived security. However, the data does not permit us to clearly attribute these improvements to the project. Sida’s non-earmarked funding enabled adaptive management and flexibility, allowing funds to be spent across activities as needed, which was perceived as important for achieving positive results.\u003C\u002Fp>\n\u003Cp>\u003Cstrong>Potential shortcomings:\u003C\u002Fstrong> The security situation in the project areas remain volatile, and gains  are fragile due to recurring crises. The project did not successfully address the weak or absent institutions. Local achievements were not scaled up to the national level, highlighting the difficulties of achieving sustainable impact in a fragile, and conflict-affected context with limited political will. Sida’s reporting is based exclusively on the project data available, which result in limitations of rigidity. It was a pilot to learn more about the humanitarian-development-peace nexus approach managed by Church of Sweden.\u003C\u002Fp>\n\u003Cp>\u003Cstrong>Main evaluation method:\u003C\u002Fstrong> Narratives from partner reporting and interviews with local stakeholders, triangulated with independent statistics.\u003C\u002Fp>\n\u003Cp>\u003Cstrong>Positives:\u003C\u002Fstrong> The shortcomings below mainly reflect an “absence of evidence”, not “evidence of absence” of impact. It is plausible that the project achieved at least some of the suggested impacts.\u003C\u002Fp>\n\u003Cp>\u003Cstrong>Potential shortcomings:\u003C\u002Fstrong> The evidence is contradictory and of limited confidence. Beneficiary interviews and project reports make numerous positive claims, but these could either not be triangulated or were sometimes seemingly contradicted by independent statistics. As a pilot project, learning was a key objective, yet documentation was inadequate. No quantitative baseline data were collected.
