This was to be achieved by incentivising private sector companies’ to invest in off-grid energy generation, distribution and service delivery, with the goal to reach more than one million Zambians living in peri-urban and rural areas. \u003C\u002Fp>\n\u003Cp>\u003Cstrong>Positives:\u003C\u002Fstrong> We find that the BGFZ had an impressive impact and outreach, reaching more than one million people. Most of them were new customers without previous access to energy products, and who lacked a good alternative. Access to basic energy services has contributed to enhanced quality of life for the costumers and their families. \u003C\u002Fp>\n\u003Cp>\u003Cstrong>Potential shortcomings:\u003C\u002Fstrong> However, there is an absence of real evidence on health and education impacts, and the programs focus on productive use of the energy products has not yielded much. Utredningsgruppens rapport ges ut årligen för att informera om statistiken och trenderna för de ärenden som hanterats av utredningsgruppen under det gångna året. Det är viktigt att notera att inte alla ärenden handlar om korruption utan också om andra typer av oegentligheter som innefattar avtalsbrott och regelöverträdelser men även missförhållanden såsom mobbning och trakasserier.\u003C\u002Fp>\n\u003Cp>Antalet registrerade ärenden har under en längre tid ökat år för år. En svag minskning skedde dock under 2025 där antalet registrerade ärenden var 318 medan det för 2024 var 320. Ser man till antal ärenden som gick vidare till utredning var det dock en större skillnad mellan dessa år – 285 ärenden för 2025 medan det för 2024 var 309 ärenden, vilket utgör en minskning med 24 ärenden. En bidragande faktor till detta bedöms vara att Sida fasat ut utvecklingssamarbetet i flera kontexter under 2024 och 2025.\u003C\u002Fp>\n\u003Cp>I majoriteten av Sidas avtal med partners ställs krav att de skyndsamt måste rapportera misstankar om korruption och andra oegentligheter till Sida.1 Detta har resulterat i att 76 procent av alla misstankar rapporterades till Sida via avtalspartners. Resterande uppstod bland annat i samband med Sidas ordinarie uppföljning, genom andra varningssignaler samt via anmälan från visselblåsare direkt till Sida. Geografiskt sett står länder i Afrika för en majoritet av de ärenden som avslutades under året med en eller flera bekräftade misstankar. Det är också här som flest misstankar rapporteras in. Detta beror framförallt på att en betydande del av Sidas sakanslag går till de afrikanska länderna.\u003C\u002Fp>\n\u003Cp>Under 2025 avslutades 292 ärenden varav 59 procent (motsvarande 172 ärenden) innehöll minst en bekräftad misstanke om korruption eller andra oegentligheter. Totalt påverkades 97 insatser eller sex procent av Sidas totalt 1 636 aktiva insatser av någon form av korrupt eller annat oegentligt förfarande.2 Utredningsgruppen gör bedömningen att detta är en relativt låg andel givet omfattningen av korruptionen i de länder där Sida verkar och det stora antalet biståndsinsatser som Sida stödjer.\u003C\u002Fp>\n\u003Cp>Missbruk av medel är fortsatt den vanligaste bekräftade misstanken i ett ärende, följt av förskingring ochintressekonflikter.3 Den vanligaste påföljderna hos Sidas avtalspartners och implementerande partners var kapacitetsstärkande åtgärder, återkrav samt uppsägning eller avsked av personal. Den enskilt vanligaste påföljden hos Sida var återkrav. Under 2025 ställde Sida totalt 62 återkrav av medel till Sidas avtalspartners på ett sammanlagt belopp om 41,7 miljoner kronor. Detta utgör mindre än en procent (0,18 procent) av Sidas totalt utbetalade sakanslag för 2025 om 22,7 miljarder kronor.
