A New Textbook Policy was adopted that abolished the state monopoly in textbook production, and a new curriculum for primary school was launched. The Pilot Project for Publishing (PPP) was started as an instrument for implementing the new policy and helping to strengthen the textbook sub-sector. The evaluation analysed available documents, interviewed the implementing consultants, central and regional administration in charge of the new system, and teachers of primary schools. The evaluators findings show that the PPP used a model relevant for textbook production in the transfer period into market economy. The impact on textbook production was very positive; new, better textbooks were produced in interaction between a developed public administration and more advanced publishers. The distribution of these textbooks, however, has definitely not worked well. Mis-management and other problems explain why the number of textbooks per pupil ratio has not increased as expected. Lessons learned emphasise that the gradualistic approach used by the PPP seems to be a fruitful example of project management in Private Sector Development. It is recommended to use this methodology for further elaboration of local industrial development, where necessary conditions for an improved distribution system will be established. There are reasons, however, to start immediately to tidy up in the system for distribution of textbooks even under the administrative conditions which are valid today.
