Detta syftar till att säkerställa att hanteringen sker på ett enhetligt, rättssäkert och skyndsamt sätt. Rutinerna innebär att utredningsgruppen tar emot anmälningar och genomför utredningar, som syftar till att få fram tillräckligt underlag för att Sida ska kunna konstatera om ett avtalsbrott har skett och fatta beslut om vilka åtgärder som ska vidtas. Utredningsgruppens mandat är att samordna utredningsarbetet och har rollen som rådgivare till den chef som är ansvarig för den insats som berörs av ett ärende. Det är chefens ansvar att fatta beslut om åtgärder. Under utredningstiden håller gruppen Sidas ledning informerade om ärenden. Några vanliga åtgärder är att Sida genomför extra revision, håller inne utbetalningar, kräver tillbaka oredovisade eller missbrukade medel, säger upp avtal och gör polisanmälan.
