Programmet omfattar Kagera. Mara och Mwanza regioner som gränsar till Victoriasjön. Syftet med programmet är att förbättra välfärden för landsbygdsbefolkningen genom förbättrad hälsoupplysning, miljö sanitet . dricksvattenförsörjning, samhällets deltagande och capacitv och kompetensuppbyggnad på byn och distriktsnivå. En extern oberoende utvärdering FATTAT programmet genomfördes 1992. Utvärderingsgruppen konstaterar att de största framgångarna med programmet så tjära har skett förbättringar i grundläggande vattenförsörjning genom byggandet av nya försörjningssystem och förbättring av befintliga brunnar och källor. HESAWA har också bidragit till utvecklingen av lokala myndigheter och statliga administrativa kapaciteten. Många kommuner har förbättrat kompetens om sin egen utveckling, som har förbättrat utsikterna för framtida statlig decentralisering. Programmets betoning på att stärka kvinnors roll har gjort en stor inverkan både inom statliga och lokala myndigheter. Mycket återstår fortfarande att acllieved i HESAWA programmet, och den mest uppenbara av dessa behov är att operationalisera underhållssystemet genom att reservdelar till salu. Den privata sektorn har en potentiell roll i kommersiell produktion och distribution av reservdelar från lokala industrin och företagarna. Gemenskaperna behöver mer systematiskt stöd till fullo klara av lokal förvaltning av vattentäkter.
