Den Kotmale Vattenkraftverket är en del av detta program. Det är den näst största svenska utvecklingsprojekt någonsin, med bidrag på sammanlagt 1,5 miljarder kronor. Projektet startade 1978 och vid 1987 stationen var i full drift leverera 204 MW till lokala industrier och hushåll. Den viktigaste slutsatsen av denna utvärdering är att Kotmale kraftstationen är av mycket hög teknisk standard och fungerar nu väl. Men projekten intern avkastning, trots positiv, är låg jämfört med andra liknande projekt. Projektet var rusade. Det var inget anbudsförfarande Wich orsakade säkerligen högre kostnader. Ett läckage, vilket skulle ha kunnat undvikas med en design baserad på ordentliga tester bergtrycket, visat sig vara mycket dyrt.
