End-Term Evaluation of the Georgian Farmers’ Association (GFA)

The Embassy of Sweden in Tbilisi provided financial assistance to the Georgian Farmers’ Association (GFA) to support the implementation of its 2020-2024 strategic plan. This evaluation assesses the relevance of the GFA’s strategy objectives and design, as well as its overall implementation, using qualitative and quantitative methods, including stakeholder interviews, focus group discussions, a survey of GFA members and a review of documentary sources. Findings show that the GFA strategy is adequate and flexibly adapted to respond to new priorities and challenges, such as supporting Georgia’s EU accession process. The GFA met the key performance indicators and contributed to the achievement of various outcomes set out in the strategy. Furthermore, its advocacy work contributed to legislative processes, although it requires stronger evidence-based analysis. The GFA performance is assessed as very positive based on all sources of evidence. On this basis, the evaluation proposes that the Embassy of Sweden keep supporting the GFA and provides recommendations to the GFA on potential areas for enhancement, to inform the formulation of its new strategic plan.

Evaluation of Sweden’s support to Women’s Rights Organizations in Bangladesh

The evaluation’s purpose is to review Sweden’s present support to Women’s Rights Organisations (WROs) in line with the current Strategy for Sweden’s Development Cooperation with Bangladesh 2021-2025. The focus is to assess the Embassy’s support to women’s and girls’ rights through their WRO portfolio, assessing what has worked well for the organisations, and what more could be done by Sida to support the continued development of a vibrant civil society in Bangladesh, ever mindful of the general decline in freedom of speech and ongoing backlash on human rights and gender equality. The evaluation’s overall observation is that the organisations have achieved the outcomes intended, bringing the organisations and their partners on a sound, gender-transformative path. The lives of the women engaged in the work of all four partners have changed fundamentally. Because of this, the Embassy and Sida are recommended to continue ensuring a sound space of operation for the successful WROs through core funding and to maintain a lead dialogue role towards their CSO and funding cooperation partners alike. The recommendations furthermore propose ways to accelerate a broader reach for added social norms change.

Democracy and Human Rights

Democratic change and improved respect for human rights are essential for people living in poverty and under oppression, by enabling them to influence their living conditions and hold governments accountable. Only one third of the world’s population is today living under such conditions. In recent years a trend towards more authoritarian forms of governance has been seen globally. Sida contributes to the protection of democracy and continued democratisation through its programmes and projects in the thematic area of Democracy and Human Rights, which amounted to SEK 6.4 billion in 2023. This makes democracy and human rights Sida’s largest thematic area, equivalent to approximately 26 percent of Sida’s total disbursements.

Evaluation of the Capacity Development Programme “Strengthened Institutions for Sustainable Climate” (SISC)

This report presents an evaluation of the Capacity Development Programme “Strengthened Institutions for Sustainable Climate” (SISC). A programme funded by Sida for the period 2018-2024 and implemented in Ethiopia, Kenya, Moçambique, Rwanda, Uganda and Zimbabwe. The evaluated programme is contribution #11786 Climate Change and Sustainable Cities (also known as Strengthened Institutions for a Sustainable Climate (SISC)). The purpose of the assignment was to evaluate the innovative approach used by the implementing partners and the internal cooperation between the implementing partners engaged in the programme, the effectiveness of the cooperation, and to identify key lessons learned and recommendations for a potential future phase. The evaluation concludes that while the intervention was a single programme in terms of budget and administrative structure, it can better be described as a range of projects and processes loosely clustered into two sub-programmes. Recommendations from the evaluators include continued support to capacity development programming, but fewer participating agencies, coordinated by a clear lead agency and with continued conceptual development of the methodology.

Understanding the peace dimension of the humanitarian-developmentpeace nexus – A Technical Note

The DAC Recommendation on the HDP nexus (hereafter DAC Recommendation), which was adopted in 2019 as one of DAC’s legal instruments, states that peacebuilding and conflict prevention are key elements of international engagement in fragile, conflict and crisis affected contexts. Sida’s guidance note on the HDP nexus is aligned with both.
